About DfL

The consultancy was formed in 2000 and is owned and managed by Alistair Scott, John Heath and Ian Pears; all extremely experienced, professional lighting engineers. All have depth and breadth of street lighting and highway electrical work, making us one of the most experienced teams in the street lighting consultancy field.

Alistair Scott BSc, CEng, FILE, MIMechE - Managing Director
With over 20 years experience in lighting, Alistair specialises in design, strategy and management for exterior lighting projects.
He chairs the BSI committee for Road Lighting and is the ILE Senior Vice President, Director and Council member.
Alistair was previously Engineering Director for one of Europe’s biggest streetlighting luminaire manufacturers. Whilst there, he managed a 25 strong team of lighting design engineers, and provided design advice on motorway, highway, tunnel, high mast, architectural and interior lighting.
Recent projects include writing street lighting policies, strategies and feasibility studies, energy studies and environmental impact assessments.

John Heath IEng, MILE - Director
John has spent over 40 years in the electrical/lighting industry with much of it in lighting design and highway electrical engineering. Prior to founding the consultancy, John was Lighting Engineer with Hampshire County Council.
John specialises in lighting and cable network design for all types of exterior lighting project, and is also fully conversant with contract documentation and specifications.
Projects include A34/M4 interchange, A43 Silverstone, M27, and town centre schemes including Waterlooville.

Ian Pears  BSc, IEng, MILE - Director
Ian has spent 20 years in the Highway Electrical industry with experience within local authority, consultancy and manufacturer. He was Principal Electrical Engineer with Babtie Construction group and Lighting Engineer with both Hampshire and Berkshire County Councils. He specialises in the management of both design and maintenance functions within local authorities, and for other projects. This is particularly beneficial for Local Authorities who require management of the lighting function when they are without a Lighting Engineer for a period of time.

Alan Tulla  IEng MSLL, MILE - Architectural Lighting Manager
25 years in lighting design and technical management
Major experience in architectural, heritage, decorative, gallery and museum lighting
Specialist in fibre optics, leds, energy conservation and technical lighting
Associate Member of the PLDA and holder of CIBSE/SLL Lighting Diploma
Member of Council, Executive and Senior Vice Presidet of the SLL.
Co-author of SLL/ILE Guide to Fibre Optics and Remote Source Lighting.

Andrew Longman BEng (Hons), IEng, MILE - Senior Design Engineer
Andrew has worked in the lighting industry for 6 years with experience in all aspects of street lighting, including Highways, PFI and Luminaire Testing. Previously he was a Senior Lighting Design Engineer with one of Europe’s biggest street lighting luminaire manufacturers. Andrew joined Designs for Lighting in 2007 since which he has achieved both IEng and MILE status.

Alex Elliott  BSc – Senior Design Engineer
Alex has worked in the lighting industry for 6 years with experience in all aspects of street lighting, including Architectural and LED street luminaires. Previously he was a Senior Lighting Design Engineer with one of Europe’s biggest street lighting luminaire manufacturers. Alex is the latest person to join Designs for Lighting and has been with the consultancy for one year. He is currently working towards becoming MILE and IEng.
